Lindsay Millard

Dr. Lindsay Millard is currently a senior staff member in the Space Systems and Technology Division at MIT Lincoln Laboratory, where she focuses on advanced space systems, architectures, and technology policy in support of civil and national security space missions.

Previously, Dr. Millard served as Assistant Director for Space Security at the White House Office of Science and Technology Policy, where she advised the Executive Office of the President on matters related to national security space. She also led implementation of the National Cislunar Science and Technology Strategy, developing the first U.S. policies to advance establishment of Lunar Coordinated Time and Lunar Reference Systems, as well as the National Cislunar Science and Technology Action Plan.

Previously, she served as a Special Assistant and Principal Director for Space Technology in the Office of the Under Secretary of Defense for Research and Engineering. There, she helped shape the Department of Defense space research and engineering investment portfolio, spanning space and missile technologies, and advised the Under Secretary and senior Department leaders on technology priorities, strategy, and execution.

Earlier in her career, Dr. Millard was a Program Manager at the Defense Advanced Research Projects Agency and held positions at RAND Corporation and the National Aeronautics and Space Administration. She holds a B.S. and M.S. in Aerospace Engineering from the University of Michigan and a Ph.D. in Aerospace Engineering from Purdue University.
